National Council of Welfare
The National Council of Welfare (NCW) is a citizens' advisory body to the Minister of Social Development Canada on matters of concern to low-income Canadians. The Government Organization Act of 1969 established the National Council of Welfare as an advisory group to the Minister of National Health and Welfare. Since the reorganization of federal government departments in 1993, the Council advises the Minister of Human Resources Development. Our Toronto report and other studies show that far too many minority newcomers are trapped in low-wage jobs and living in seriously deprived big city neighborhoods. This study assesses the economic value of immigrants human capital. Labour market experience and education obtained in foreign countries are significantly discounted in Canada. The economic return to a year of foreign experience is about one-third the value of a year of domestic experience, and the return to foreign education, while positive, is worth twenty-five percent less than a year of education for a native-born Canadian. The differences in incomes between native and foreign-born Canadians can be fully explained by different returns to human capital.

The study finds that low-income rates among "recent" immigrants (in Canada for less than five years) almost doubled between 1980 and 1995, and then fell during the strong recovery of the late 1990s. Despite a massive increase in their educational attainment, recent immigrant men employed on a full-year, full-time basis saw their real earnings fall 7% on average from 1980 to 2000, according to a new study based on census data.
